New Construction

Construction Document Reviews (CDR)

Construction Document Reviews are performed for new facilities or existing facilities undergoing construction renovation and restoration work. The scope of work typically includes review of all available project design documents for general conformance. It would include review of the following:

  • Review of Project Specifications
  • Review of "Owner - Contractor" Construction Contract

Independent Cost Evaluations (ICE)

Independent Cost Evaluations are performed for new facilities or existing facilities undergoing construction renovation and restoration work. The scope of work typically includes the following:

  • Independent Quantity Survey
  • Material & Labor Unit Cost Analysis

Onsite Construction Monitoring (OCM)

On-site Construction Monitoring is performed for new facilities or existing facilities undergoing construction renovation and restoration work. The scope of work typically includes the following:

  • Construction Site Visit and Inspection
  • Verification of Conformance of work being performed on the job-site to the Design Documents
  • Review Quality of Workmanship
  • Verification of Construction Progress
  • Acceptability of Pay Requisitions

Architectural / Engineering

Property Condition Reports (PCR)

The Property Condition Report (PCR) is considered the standard scope of work for determining the physical condition of building components. A typical scope of a Property Condition Report (PCR) includes the following activities:

  • Conform to the general specifications set forth in ASTM E 2018-99.
  • A site visit to determine building and components condition
  • Determine the physical condition of building components
  • Determine a project's immediate and over the term needs
  • Performing a replacement reserve analysis over the term for building components
  • Verify building code and zoning compliance
  • Verify completion of required or recommended corrective work

Replacement Reserve Analysis (RRA)

A Replacement Reserve Analysis may be requested by the client for possible loan protection in the event of a total loss, usually during the construction phase. Examples of total loss during construction may be as a result of fire, earthquake, flooding or other natural disaster. The scope of work includes the evaluation of construction costs to rebuild to existing condition or new design of facilities. The evaluation also includes a determination of the project's insurable value.


Seismic Evaluations (PML)

We develop a determination of probable maximum loss (PML) for a subject property, based on such factors as proximity to fault line, quality of construction materials utilized and age of structure. The scope of work may include:

  • A site visit to determine building and components condition
  • Review of available structural and architectural plans
  • Calculation of the Probable Maximum Loss (PML) based upon site soil conditions, proximity to fault lines and subject's building components
  • Recommendations of available remedies as necessary

ADA Compliance Services (ADA)

An (ADA) Survey or (FHA) Survey may be performed on an existing or new construction project for review of general compliance with codes and regulations mandated by the ADA and FHA respectively. ADA & FHA surveys generally address residential unit conformance with regard to the following:

  • Handicap Parking Availability and Marking
  • Handicap Building Accessibility
  • Unit Entry Door Designs
  • Kitchen Dimensions at Countertops, Cabinets and Appliances
  • Bathroom Dimensions for ADA Compliance
  • Vanities, Lavatories Installation Dimensions
  • Bath-tub Clear Access Dimensions
